Fire NOC in Delhi: Which Buildings Need It and How the Process Works

Updated: November 2026 2 min readBy the Vinsafe fire safety team

In short: Which buildings in Delhi need a fire NOC or fire safety certificate, and how does the process work? A plain-language guide for owners and businesses.

A fire No Objection Certificate (NOC) or fire safety certificate confirms that a building has the fire and life safety measures required for its use, height and size. In Delhi, this is handled by the Delhi Fire Service (DFS) under the Delhi Fire Service Act and Rules, working with local bodies like MCD, NDMC and DDA.

Which buildings need Delhi Fire Service clearance?

Under Rule 27 of the Delhi Fire Service Rules, clearance is required for categories such as:

Residential buildings (other than hotels and guest houses) above 15 m or ground plus four upper storeys

Hotels and guest houses above 12 m or ground plus three upper storeys

Educational and institutional buildings above 9 m or ground plus two upper storeys

All assembly buildings

Business buildings above 15 m or ground plus four upper storeys

Mercantile buildings above 9 m or ground plus two upper storeys

Industrial and storage buildings with covered area above 250 sq m

Hazardous buildings above 100 sq m, and underground structures

Rules and exemptions are amended from time to time, so always confirm the current position for your building.

How the process works

Building plans are submitted to the local authority (MCD, NDMC, DDA and others), which forwards them to DFS. Fire and life safety measures are marked as per the National Building Code of India. After construction, the fire department inspects the installed systems before the fire safety certificate is issued. Certificates must be renewed periodically.

Common reasons for rejection

  • Extinguishers missing, expired or not ISI-marked
  • Fire alarm or detection not working
  • Blocked exits, locked doors or storage in staircases
  • Missing emergency lighting and exit signs
  • No maintenance records

Buildings below the threshold still need fire safety

Many buildings do not need a DFS certificate, but the owner is still responsible for safety. Extinguishers, detectors and clear exits are low-cost measures that save lives.
